At least 3,812 Afghan civilians were killed or wounded in the first half of 2019 in the war against Islamist militant groups, including a large increase in the number of casualties caused by government and NATO-led troops, a UN report said on Tuesday.

The decision to shut schools and universities in the capital was announced late Friday by deputy governor Mohammad Taghizadeh, after a meeting of an emergency committee for air pollution.
